Wearing tights with booties is a great concept.   Here, J.Crew has paired their Herringbone tights ($22, JCrew.com) with their Metropolitan Booties in Birch.  The tights subtly give texture to the outfit.  Wearing a short skirt or shorts (as pictured) is a must, the more leg the better with booties.  You do not want to look stubby.
